sra-sdk is lacking libngs

Hi Aaron,

I ping you personally since you always was of great help with all the
ncbi stuff.  I updated sra-sdk in Git to something that should be close
to building - but than I realised:

/usr/bin/ld: cannot find -lngs
collect2: error: ld returned 1 exit status


Is libngs a new project or is it possible that I failed to update
ncbi-vdb or some other related project properly and those sources also
contain the missing code?
