Re: [sprint] brian with both multiarch support and performances

These two configurations are flaky for some reason, the
experimental build went okay, but the upload to unstable crashed
with the missing symbols error below[1, 2]:

	ImportError: /<<PKGBUILDDIR>>/build/.cython/brian_extensions/_cython_magic_7885e99875260e56592fdf1ee200d1a4.cpython-39-mipsel-linux-gnu.so: undefined symbol: __umodsi3

[2] https://buildd.debian.org/status/fetch.php?pkg=brian&arch=mipsel&ver=2.4.2-5&stamp=1613845556&raw=0

For the record, the build went through on mipsel-osuosl-01 and
mipsel-osuosl-02, but failed on mipsel-aql-01 and eberlin, just
in case the thing is hardware dependent. Build attempts fail
with the different error below on Qemu, so that's not really
usable for further testings:

	cc1plus: error: ‘-march=mips1’ requires ‘-mfp32’

I'm not sure if this is due to a missing component on unstable
but present in experimental. I drop MIPS tuning for Bullseye,
assuming the issue is related to tuning, and not something else;
then propagate changes to upstream draft patch accordingly.

Kind Regards,
