I interpret the rejection was based on civetweb. I admit I would really
prefer ftpmaster would be more verbose on this - but well, we can try
simply by packaging civetweb and upload again to new.

I injected basically what our package_template creates to
https://salsa.debian.org/med-team/civetweb
It is by no means a functional packaging yet. I took the freedem to
add you as additional Uploader to give you the full freedom to poke
into the packaging. What I'm stumbling about is that the tarball you
included in orthanc is way smaller than what uscan gets:
$ ls -l debian/ThirdPartyDownloads/

I wonder whether you have used some striped down tarball or what this
"fixed" might mean. Once you clarified this I could have a look into
this try to create a package - you can test this package with orthanc
and than we try another round via new queue.
