Testing migration happens automatically if there are no RC bugs and the
package is available on all architectures that are currently in testing.
But the window for this migration closes this night.  I would at least
try.

You have no reason to convince the release team to accept this in Jessie
since the current version in testing (2.1.6+dfsg) is not buggy.  If this
would be the case than you would need to provide a fix for *this*
version not a newer upstream version.

So your only chance to let 2.2.3+dfsg-1 migrate is to close the bug or
decrease its severity.  Otherwise Jessie will ship with 2.1.6+dfsg-1.
