strap-base: Upstream error fixed

Hi all,

I had an error in the upstream tgz of the package strap-base. Now
fixed.  I eliminated all non-ascii characters with an tr-filter.  I
incremented the upstream version in the changelog file.

debuild -uc -us should work.
