I think it's standard usage of svn-buildpackage.  See http://svn-
bp.alioth.debian.org/ch02.html to get started.

In August, I realized that the distribution no longer contains directories 
that need to be deleted, so I removed 'get-orig-source' and now just download 
the upstream source package by hand.  Then rename and place into directory 
"tarballs".
