IMHO it would be more apropriate once DEP12[1] is making some progress.
If I were in the shoes of dh maintainers I would currently consider the
debian/upstream file as some private fun of some strange scientists
(yes, I'm stretching a bit far and I know this is not the case) as long
there is no official decision.

This does sound pretty reasonable to me.
