yes i know, it is one of the problems ;)
maybe due to the USA's concept of public domain and a little
bit of my iGNUrance :(

why i can't put a public domain software [1] under the GPL ?

Well, probably the solution is to delete the GPL under the
copyright file and leave the "original disclaimer"

any idea ?
