By packing your software in form of a Debian Package (.deb) and
uploading it to Debian, users will automatically know about your
software when updating their package lists.

Either you find a Debian developer willing to package ("sponsor") your
software, or you have to do that alone. To convince and win a "packager",
you may want to describe your software on this list and show why it
would be important to add it to the Debian project.

You may also want to try and ask in other Debian lists:
http://lists.debian.org/devel.html

For localization issues, their are special lists:
http://lists.debian.org/i18n.html
http://lists.debian.org/debian-l10n-spanish/

Christian
