i think that run into this issu too sometime
i remember to put a update-grub in pressed file. (late-command)

see line 93 and follow

https://github.com/HuayraLinux/live-cd/blob/master/config/includes.installer/preseed.cfg

these will run update-grub in target and end of installer.
I can't remember now, if those lines were added to solve this particular
problem, but it is a place where you can run update-grub and test
