roughly summarized,
Joliet is extended format of ISO9660, for Windows;
Rock Ridge is extended format of ISO9660, for unix;
so the former does not support symlink.

as you previously said you "cp"ed to the USB,
it is already formatted as Joliet instead of Rock Ridge,
by you or the supplier.
