The config.xml was not generated in my python script It was attached
to the email as the output of xml.sh. [1][2]

I not not wish to sound rude. How ever it can sometime be difficult by
email to get the tone right and still be specific. With those caveats
in mind....

I did try to answer what you wrote. Specifically that "This will break
when you try to use other tools to process your XML data." The example
generated config.xml produced by xml.sh worked with the first xml tool
I tested it against.

Runnign another test - using xmlstarlet:-

bms at tina:~/debian-live$ xmlstarlet val config.xml
config.xml - valid
bms at tina:~/debian-live$

With the above caveats in mind I am not sure which issues are outstanding.
