Bug#498648: live-package should use apt-cacher if available

Wishlist: lh_config --mirror-* and --*proxy options be
defaulted to use the URLs in /etc/apt/sources.list and
--cache-* options be disabled if /etc/apt/sources
indicates that a local apt-cacher host is configured.
This can be identified by the presence of lines matching
regexp...
deb http://[^/]*:3142/.*
...in /etc/apt/sources.list
