Bug#787009: please add lintian warnings to prepare removing bash as an essential package

Sorry, I guess I didn't express myself clearly. I was not suggesting
that the lintian check was a blocker (or at least an initial one), only
that it seems to me to try to move forward this proposal, the current
blockers would need to be tackled first, before starting again such
discussion and enabling such lintian check.

What I see as current blockers, and the contentious part I mentioned
above are at least the login and root shell issues from that wiki page.
If those are not solved I assume d-d might not find any such plan
credible and as such the expected effort implied by the lintian check
might get easily opposed, like last time.
