Hi,
Truly this has been discussed in the past. However,
* What I object to is Lintian being the messenger of this proposal
being (re)started.
I fear is that half the people in Debian will simply think Lintian went
crazy over night and that it cannot be trusted any longer. That plus
the possible rain of "false-positive" bugs are two things I want to avoid.
Therefore, a simple mail stating:
* Subject: Intend to remove bash from essential
* Message containing "Per old discussion from <link>, $WE intend to
remove bash from essential".
* Message also containing "The plan is as following:
- We have requested a lintian warning being added for using bash
without a dependency.
- ... <describe following steps here> ...
"
would suffice for me.
