When Uploaders support was originally implemented, there were some
problems with things being mistakenly considered NMUs if the maintainer
wasn't listed in Uploaders. I don't remember exactly what software had
problems. I think the problems only existed for a very short period of
time (and it's possible that it's entirely apocryphal), but that was the
reason I've seen cited for doing this.
