Yeah, let's get rid of it. The biggest annoyance is the fact that you
always have to special case the index site.

Plan of attack:

 - make the output directory /org/lintian.debian.org/www instead of
   www/reports
 - handle lintian.log and manual/ via Alias in apache.conf
   or generate them in html_reports
 - add a rewrite which removes reports/ from any URLs in apache.conf
