First of all, I agree that CC-by-nd is utterly against the spirit and the letter of the DFSG. Specifically, works solely licensed under the terms of CC-by-nd (any version) clearly fail to comply with DFSG#3. Secondly, it's true that FTP-masters currently accept works licensed under CC-by-sa-v3.0 and under CC-by-v3.0 into Debian main.
