Well, I am not an English native speaker, so maybe the word "tagline" is
not the best choice.
Nonetheless, I saw this word used here and there and I thought that the
meaning was "a line [of text] used as a label", since "tag" (also) means
"label".

Anyway, what I meant was that, when I submit comments to the FSF
consulation system, I structure titles as follows

  tagline: brief explanation

where tagline is a short label that identifies the kind of comment.
I've been doing so since GPLv3draft2 and I think that it's a good way to
make classification easier...
