Not quite.  This is asked as a courtesy and only applies to those who
produce derivative products, not to end-users. I think that the Estonian
version of the license is more clear on this:  

4. Tarkvara kasutamisel palume sellest teada anda ülaltoodud
elektronposti aadressil.
