I've just subscribed my personal e-mail address, and found out that the
mailing list is (unsurprisingly) run by GNU Mailman.
Actually there seem to be some technical issues in subscribing
debian-legal to info-gplv3, since anyone can request that the password
be mailed to the subscriber and thus published on debian-legal web
archives. This way *anyone* can mess up with debian-legal's
subscription...
