There's a flaw in one of them that prevents people from being able to
exercise their freedoms to a sufficient degree. (You can't easily
advertise use or support for it. If the Linux kernel was under that
license, not even SourceForge could put up a "Free Linux hosting for
open source projects!" ad; the name "Debian GNU/Linux" might even
cause problems. Probably the only reason it hasn't caused problems
is that it's probably unenforcable, but that's a dangerous reason to
call something "free".)
