It doesn't seem like a DFSG problem. I'm not sure if it's GPL-compatible.
If it's not a license condition, then it seems to have no force. Stating
"if you do this, you agree that ..." doesn't make the statement true.

If it's a license condition, then it's a restriction beyond the GPL.
