I think you have confused 'liberty' with something else...

liberty =~ freedom =~ being allowed to do what you want. If you are disallowed from removing part of a document, your liberty has most certainly been decreased.

Your liberty does not increase when you delete a section. Instead, it is increased (or, rather, not reduced) when you are _allowed_ to delete that section.
