Early in the debate, Frank outlined what the LPP's goals were in creating
the new LPPL.  One of them was to inform users if the "latex" they are using
may produce non-standard output.  (I'm paraphrasing)

"conscious decision" would be on the part of the user.  Perhaps "decision"
is the wrong word, "awareness" instead?
