Is this DFSG-free?

what makes me ask is that it seems that redistributing the software
for a fee is not allowed.  Any suggestions for the author to make this
DFSG-free?

PS: The software this license refers to is of "academic nature", ergo
    the attribution clause regarding publications.  I think it's safe
    to asume publications here means "papers, conferences and such"
    and this is not the same as the advertising clause of the original
    BSD license, but I wonder if a clarification along those lines is
    also needed.
