I have to agree here.

The directory structure where the .deb file appears is generally
accessed by programs that would never even notice a PINE-README file --
not just the programs which read the directory but the programs which
write the directories.

It would be about as useful to ask that we rename the .deb so that its
name is a properly formed copyright notice.  [No, I don't think that
my rhetorical suggestion here should be taken seriously.]

To achieve the effect that they're probably after they should be asking
to have that notice placed in the package description field.
