Urgh. Yes, creating a .deb is a derivative work. It's the original
plus our stuff.
The thing is: including all the fonts by wrapping the whole thing up in
a .deb is creating an improper subset of the fonts -- so the concept of
packaging them is likely to be controversial.
The right thing to do here is contact Microsoft and ask.
