Use daily debian-installer image and boot that in rescue mode.
All tools (including crypto) should be present. Create chroot to root file 
system, install the most necessary stuff (including kernel, udev, initrd 
generator).

I'd advise to use initramfs-tools as there has been a lot of work on that 
recently to work with crypto and is more actively maintained currently.
