I don't think it matters whether it's there or not, because the Dell
BIOS doesn't support APM.  So APM will never be enabled even if apmd
is running, and trying to pull in the APM modules (I've tried).

But I can remove it, and see what happens.  I predict no difference.

What log do ACPI events usually go in?  Should I expect to find events
for the stuff that work, such as fan, and shutdown?

In /var/log/syslog, I've got nothing except the boot messages from the
kernel (presumably when apmd loads the modules?).  The same ACPI boot
messages can be found in /var/log/kern.log, and in /var/log/messages.

The only messages in /var/log/acpid are for the acpid starting and
shutting down.
