No.

Yes.  Google for cpufreq, and do something like that:

cvs -d:pserver:cvs@pubcvs.arm.linux.org.uk:/mnt/src/cvsroot co -rLINUX_2_4 cpufreq
cd cpufreq
./patchin.sh /path/to/your/kernel/source
