Yes, there is a documentation (libpam-doc package), and there are two 
things to make it work:

1) /etc/security/limits.conf should be readable only by root,
2) a line "session    required   pam_limits.so" in /etc/pam.d/login 
   should be uncommented.

Does anybody know how to put there value `unlimited' (it doesn't help 
just to write it there)?
