Re: static vs. DHCP - and wireless vs. wired

My networking setup only involes one interface at a time (usually
10baseT Ethernet; sometimes PPP dial-up).  For such a setup at least,
the laptop-net package works pretty well.  It lets me specify multiple
network configurations, and switches between them by detecting other
machines on the network when I plug in the Ethernet cable.  (I handle
dial-up separately, using wvdial and ppp without involving laptop-net.)

I am not sure how wireless networking or having multiple interfaces in
use at the same time would fit into the picture, but you might well find
laptop-net worth a look.
