There are many different packages for dynamic configuration.  I would
recommend whereami.  The Debian maintainer is also the author of the
package.  You specify a series of tests (using ping, arp, dhcp, etc.),
and based on those tests, it determines where you are, and runs scripts
to set your connection up.
