Dell US may well be different from Dell UK.

Personally, I have had very bad experiences buying from Dell in the UK.
When I bought the precessor to my current laptop, it only took 53 phone
calls, lasting a total of ~4 hours (lots of queueing and muzak). When it
suffered a hardware failure, I foolishly opted for another Dell, so I
could re-use docking station, batteries, floppy, CD-drive etc (besides
it's a company laptop, so they call the shots). That only took 18 calls.
And there was no way of avoiding getting (and paying for) Windows on it...

Windows ME survived just long enough for me to reject the license...
