They are in the newer versions of the pcmcia-cs package.

The ifup script will configure a network interface on startup only if
there is an "auto eth0" (or whatever the interface is called) line in
the interfaces configuration file.  Otherwise the interface must be
explicitly named when running ifup -- for example, "ifup eth0".
