Currently, woody doesn't have *all* of kde, and I think the kde metapackage 
is broken.  This is being very actively worked on the by the new debian-kde 
maintainers, and everything should be kosher by Friday.  If you need it 
"now", use pinning from sid, where it's all up to date.
