You're looking for the keymaps files.  They should have short extensions 
related to which country they are for...

There's two different styles of setting up keyboard stuff under X, xkb and
xmodmap.

You can use showkeys with different commandline options to see what keycodes
and scancodes they produce.  I suspect there may be more than one German 
keyboard.

I think laptops are especially susceptible to not getting the right keyboard
tagged - I see laptops with a Windows key but no room for a Macro key to go
with it - and no such keyboard to pick from lists during installs. <rant
about major commercial vendors blowing off laptop users would go here.>
