Sorry guys, but debconf definitely works very well in ISO-8859
environments.

The fact that translated templates are stored in UTF-8 in
/var/lib/dpkg/info/*templates has nothing to do here and is perfectly
normal. This is how debconf is supposed to work from the
beginning....and that does not prevent it to use correct ISO when you
use an ISO environment.

Please triple check before filing bugs to debconf. I really feel like
you're hunting a ghost here..:-)
