Why a "shame"? The policy to create Debian lists is to create them
when there is a need for them. Before DebConf, we had no certainty
that there would be such interest....maybe we could guess that, but
that doesn't bring enough rationale.

*During* Debconf, the interest shown was very obvious, which lead to
discussions including several contributors from Serbia and Republika
Srpska...and then I proposed the list creation.

This is not a shame, this is the normal process..:-)

I don't think so if I believe the numerous exchanges I had since DC11..:)
