i did so many months ago, but no answer or other reaction.
and btw, i didn't translated ui messages from wget.pot (ru.po) but translated the man-page directly in nroff format, like this:

my translation is already included in ASPLinux (http://www.asplinux.ru) and ALTLinux (http://altlinux.com/)
and as i've migrated to Debian (which has big russian community),
i thought it would be nice if more russian documentation was in a distro

this situation isnt only for wget.1 but for many other great apps, such as bash.1, cdrecord1., vim.1...
unlike eg kde, gnu apps dont provide any realy kind of infrastructure for i18n.
just look how much i18n work is done for kde

http://i18n.kde.org/stats/doc/HEAD/toplist.php, they give cvs/svn accounts for translators, they dont require stupid disclaimers!
and kde docs are changing fast, while commandline apps' docs aint, so less work is actually needed
