I have joined this list and started to go through the resources mentioned in Swatantra site recently some points to clarify:
1. As versions of GNOME and other softwares are upgraded, isn't it a big overhead to translate all over again
Different versions of the software are maintained using a version control system. This means that parts that can be reused are reused.

2. It was stated in Swatantra page that localization could be done individually. How can that be done? I am not fluent at Kannada. Can I still work on this process? Will there be proofreading?
All you have to do is download the individual po files that are found on the link and use a text editor like Gedit or a specialised translation tool like kbabel/gtranslator/virtaal/poedit/etc to translate the contents of the file. Submit the translated file to the list or as a bug report which will then be reviewed and then committed upstream.
Feel free to translate the sentences(strings) which you are comfortable with and then send it. Do let me know if you want more details.
