All you have to do is download the individual po files that are found on the link and use a text editor like Gedit or a specialised translation tool like kbabel/gtranslator/virtaal/poedit/etc to translate the contents of the file.  Submit the translated file to the list or as a bug report which will then be reviewed and then committed upstream.
Feel free to translate the sentences(strings) which you are comfortable with and then send it.  Do let me know if you want more details.
