By using the LDAP :
http://db.debian.org/doc-direct.html
ldapsearch -x -H ldap://db.debian.org/ -b dc=debian,dc=org '(&(objectClass=debianDeveloper)(!(shadowExpire=1)))' uid | grep numEntries

I don't know if it used or already available somewhere else.
