The installation-guide is available in a Debian package, and its translation is available with po4a. If some translators still prefer editing directly the XML files, the following syntax could be advised: xml://installation-guide/lang/path-in-sourcepackage/file.xml (but I'm not sure this specific documentation should encourage translation directly in XML files, so maybe this line should be dropped anyway). Likewise, I guess all d-i stuff are packaged, so they can be tracked as any other package with the po-debconf or even po type.
