The most likely user action I expect is
* to not install fglrx at all or
* to remove fglrx afterwards and install radeon
It should be rather uncommon to have a second supported card.
So let's reorder the possible solutions:
The above card requires the free Radeon driver in the package
xserver-xorg-video-radeon. Before the Radeon driver can be used you must remove
fglrx configuration from xorg.conf (and xorg.conf.d/) and purge (not just
remove) the fglrx-driver package.

the above card won't be usable.
