Looking at phpbb3.config, templates priority seem to all be high.
Anyway, phpbb3/admin-pass template provide both phrases (`phpBB admin'
and `phpBB user "admin"'). Note that I fully agree with your explanation
about these "two subtly different things" I wasn't able to explain as
well as you did, thanks.

I have a doubt about the use of the word "the": although there are some
of them in theses templates, it doesn't seem to be everywhere it could,
and I'm clueless whether we have to use it or not.
