The main point of "error" templates is drawing the attention of users. So, when one decides that interrupting a package install to "just" display a note is important enough (and it has to...otherwise, that's debconf abuse), then, most of the time, this is because the maintainer wants to drive the user attention. So, "error" is perfectly fine here, imho. See debconf-devel(7) for details and rationale (that manpage is provided by debconf-doc).
