Yes, since they avoid wasting time and space compressing and
uncompressing in the common case of already-compressed files in an
archive (or other uncompressible data).

On the other hand, this seems like something to mention in the
documentation rather than the package description.  Thanks for
pointing it out.

Description: XZ-format compression library
 XZ is the successor to the Lempel-Ziv/Markov-chain Algorithm
 compression format, which provides memory-hungry but powerful
 compression (often better than bzip2) and fast, easy decompression.

 The native format of liblzma is XZ; it also supports raw (headerless)
 streams and the older LZMA format used by lzma. (For 7-Zip's related
 format, use the p7zip package instead.)

Package: xz-utils
Description: XZ-format compression utilities
 XZ is the successor to the Lempel-Ziv/Markov-chain Algorithm
 compression format, which gives memory-hungry but powerful
 compression (often better than bzip2) and fast, easy decompression.

 This package provides the command line tools for working with XZ
 compression, including xz, unxz, xzcat, xzgrep, and so on. They can
 also handle the older LZMA format, and if invoked via appropriate
 symlinks will emulate the behavior of the commands in the lzma

 improvements for general use:
