As I'm the user who complained, how about the following:

This upgrade of PAM requires a restart of services using it. Please
check the following, space-separated list carefully and delete services
that should not be restarted automatically. Be aware that most display
managers need a restart, so do *not restart* them when doing this
upgrade in an X session.

Some services cannot be restarted automatically (mostly screensavers).
Check README for details.

The README can contain the names of the screensavers and some additional
information. I did stress "not restart", but I don't know if we actually
have a method of stressing text in debconf's various frond-ends.
