There is no such formal process. The main activity is currently reviews initiated sequentially for packages with debconf templates, taken one by one by popcon score (plus packages that introduce new debconf templates). Such reviews indeed lead to a bug report. However, when reviews are initiated by a package maintainer, we have no formal process paart from threading in debian-l10n-english (with maintainer CC'ed). It is really up to the maintainer to take the conclusions from our suggestions. That could be improved...but the "team" doing this review is really small as of now..:-)
